Upland selects new city manager

Bill Manis has been selected Upland’s city manager.

Manis, who has been Rosemead’s city manage since April of last year, will take over as Upland’s top administrator Jan. 2, according to a statement.

He has spent 32 years in city government, having worked in Banning, Cypress, Corona, Santa Ana and Cerritos. Manis was San Bernardino’s deputy city manager before he worked in Rosemead.

Upland officials spent more than one year looking for a city manager before selecting Manis, who replaces Interim City Manager Martin Thouvenell.

Manis will be paid $238,500 per year, according to the statement.

“We are thrilled to have Bill lead our extraordinary city hall team and build on the momentum we have created during the past year,” Mayor Debbie Stone said in the statement. “His experience and local knowledge are ideally suited for the opportunities – and challenges – we face moving forward.”
