Lawsuit would block major medical campus

A judge is expected to rule this week on a lawsuit that seeks to block the development of a medical complex on the former March Air Force Base.

The suit, filed by Moreno Valley, questions agreements between the March Joint Powers Authority, which oversees development at the former air base, and the developer of the 144-acre March LifeCare medical campus, according to a story originally published in The Press-Enterprise.

A judge in Sacramento is scheduled to hear arguments from both sides on Friday and issue a ruling that day, according to the report.

The suit alleges that after California eliminated all redevelopment agencies in 2012, the March JPA did not set up a successor agency to deal with redevelopment projects that were still being worked on, which would make the authority invalid.

The lawsuit also charge that, since the JPA is not legitimate, any of the agreements it made with developer Don Eckert are also not valid, according to the report.
