Moreno Valley Finds City Attorney

Moreno Valley has a new city attorney.

Martin D. Koczanowicz, whose 25-year career as a municipal attorney included a stint as Fresno’s deputy city attorney, will begin working as Moreno Valley’s chief legal advisor in early October, according to a city statement.

A 1984 graduate of the University of La Verne School of Law, Koczanowicz co-founded Koczanowicz & Hall law firm in 2013 in Moorpark, where he served as city attorney for King, Tulare and Grover Beach.

Besides municipal law, Koczanowicz’s expertise includes environmental law, real estate and land use, employment law and civil rights, according to the statement.

“We sought a lawyer with strong municipal experience who is highly respected and who can relate to the Council and the general public,” Mayor Dr. Yxstian Gutierrez said in the statement. “Martin certainly fits this description. He is an outstanding lawyer with excellent credentials and the experience necessary to run the city’s legal department.”

Moreno Valley’s last two permanent city attorneys left after changes on the city council. Steve Quintanilla, whom Koczanowicz is replacing, has been interim city attorney since July 2015.
