Riverside is considering outside audits all of its departments.
The plan, proposed by city manager John A. Russo, is scheduled to be reviewed by the city council, according to a statement released Thursday.
The Financial and Performance Audit Program would audit three departments each year. That would ensure that all of the city’s 15 departments would be audited once every five years.
Russo has suggested starting with the city’s largest department, public utilities, and follow that with two others – finance and human resources – that both interact with all other departments.
The audits, which are meant to make certain that all city departments are delivering services efficiently, are intended to complement Riverside’s Internal Audit Division.
“A well-run city recognizes that change is constant and that there is always room for improvement,’ Russo said in the statement. “A regular review of each of department by qualified experts from outside our organization will identify where we can do better and how we can deliver services in the most cost-effective manner.”
