Supervisors Approve JPA Overhaul

The Riverside County Board of Supervisors Tuesday agreed to move forward with a plan that will refine and reorganize the March Joint Powers Authority, the agency that oversees March Air Reserve Base and is in charge of development there.

In a 5-0 vote, the board declared that preserving and protecting the former air reserve base should remain the authority’s top priority, and that the authority should transfer its planning and land use functions to Riverside County.

The resolution, which was introduced by Supervisors Marion Ashley and Kevin Jeffries, also calls for the county to halt its subsidies to the authority by June 30 of next year.

“Basically the board is saying that the JPA should get out of the land business,” said Jeff Greene, Jeffries’ chief of staff. “It’s main job should be overseeing and protecting the airport.”

The issue will now go to the March Joint Powers Commission, which is scheduled to discuss the matter June 8.
