Redlands Police Chief Rachel Tolber has received the Gary P. Hayes Award, which is presented by the Police Executive Research Forum to mid-career law enforcement executives who have shown outstanding leadership and innovation skills.
Appointed as chief in 2023, Tolber received the annual award April 16 during the research forum’s annual meeting, according to a statement on Redlands’ website.
“(Rachel) has been an amazing advocate for women in policing,” said Palm Springs Police Chief Andy Mills, who nominated Tolber for the award, in the statement.
Tolber joined the department as an intern in 1997, and was sworn in as an officer one year later. As chief she has stressed better organization and recruitment, and has advocated for building a new police facility.
The Hayes award is named after the research forum’s first executive director.
