Joe Mouawad has been named assistant general manager of planning, engineering and construction by the Eastern Municipal Water District.

Mouawad, who has worked for the district since 2006, most recently served as its senior director of engineering, according to a statement.

He has also worked for the Elsinore Valley Municipal Water District and several private engineering firms.

“Joe is an incredibly accomplished engineer who has shown tremendous leadership and is well-respected by both his staff and the community,” said Paul Jones, Eastern Municipal’s general manager, in the statement. “Throughout the interview process and his entire career at [the district], he has proven himself to be extremely qualified to fill this position.”

Mouawad, who has been in charge of four departments at Eastern Municipal, oversaw the implementation of the district’s Capital Improvement Program, a long-range initiative that designs and builds facilities, according to the statement.
