San Bernardino looks to land Target, Sprouts

San Bernardino is in talks with a commercial developer regarding the development of a retail project that will include Target, Sprouts Farmers Market and Burlington.

The city has entered into an exclusive negotiating agreement with Rich Development Enterprises Inc. in San Pedro, which has more than four million square feet of retail units in its portfolio, according to a statement on San Bernardino’s website.

If an agreement is reached, the company will develop 266,000 square feet on a parcel on Highland Avenue between Arden and Guthrie avenues next to the Foothill Freeway.

No leases have been signed, but Rich Development has worked with Target, Sprouts and Burlington and is confident they can be convinced to join the project, said Jeff Kraus, San Bernardino’s public information officer.

“They have connections to those companies,” Davis said. “We expect to see both of them in San Bernardino.”

This would be the city’s second Target, the other being at 499 W. Orange Show Road. The nearest Sprouts, the natural and organic food supermarket chain, is in Redlands.
Space will be set aside for another retailer, four restaurant pads and a service station-convenience store. The unnamed project is expected to create 500 to 600 permanent jobs and several hundred construction jobs, according to the statement.

San Bernardino owns the vacant 17.4-acre site. It declared the parcel surplus land in June 2021 and offered it to other public agencies and affordable housing developers, but received no offers.

The negotiating agreement is for six months with the option of two 90-day extensions. If an agreement is reached San Bernardino will sell the property to Rich Development, according to the statement.
