The director of Moreno Valley’s Youth Program has won a special election to fill a vacant city council seat.

Ulises Cabrera will replace Yxstian Gutierrez, who became the city’s first directly elected mayor last December, according to a statement.

The 22-year-old Cabrera will represent the fourth district. His term will expire next November.

Gutierrez was sworn in as mayor last December.

Cabrera, who was elected June 6, graduated from Valley View High School in Moreno Valley. He holds an associate arts degree from Lone Star College near Houston and is currently attending Moreno Valley College, according to the statement.

Last year, Cabrera founded SpiritLift, a charitable organization that mentors at-risk youth in the city and encourages them to pursue an education.

“I am committed to making our city a better place for future generations,” Cabrera said in the statement.
